Gestão democrática da rede municipal de ensino de Ribeirão Preto-SP (2025): análise da implementação dos Conselhos Escolares e Fórum dos Conselhos Escolares

Abstract

The objective of this article is to evaluate the implementation of the democratic management guidelines of the municipal education network of Ribeirão Preto, SP, according to the text of Complementary Law 3246/2024, through the following axes: a) restructuring of School Councils; b) participation in early childhood education; c) implementation of the Forum of School Councils. We used quantitative (statistical) and qualitative (minutes, reports, and various publications) data. The theoretical and methodological foundations for the critique of the presented data were drawn from the policy cycle approach (Ball and Gowe), as well as from the concepts of formal and non-formal education (Gohn). The conclusions highlight the importance of sharing academic, practical, and relational knowledge (Charlot) for the realization of the principles of democratic management at different moments of the school community’s learning—whether through curricular practices (in school) or through participation in collegiate bodies as mechanisms of civil society engagement.
